These notes came from people who had to sit with the figures in a chamber, a committee, or a donor meeting. They are not star ratings.

Agencies do not write to us about atmosphere. They write when a figure survived a sitting, or when it did not. The notes below are from named roles. Where a mild complaint appears, it is because the work had a date and a printer, and those two facts still govern this desk.

They replaced our three-dimensional columns with ranked bars and wrote the suppression rule in the footnote instead of a separate manual. The sakrebulo pack was twenty pages thinner. The first education chapter still arrived a week late.

The mid-year budget plates used the same functional classification as the autumn draft, which meant the finance committee could put the two documents side by side. Nobody had to explain why health had moved house.

I asked for a map of water-loss complaints. They sent a ranked table instead and a paragraph on why forty-two interviews should not be stretched over eight settlements. I was annoyed for a day and then used the table in the chamber.

Source notes in the English yearbook matched the Georgian ones. A visiting mission stopped asking us to ‘just send the Excel’. They still wanted a meeting, but they wanted it about the register cut-off, not about missing legends.

A municipal volume that had never been printed

A municipality on the Adjara coast had published spreadsheets for three years and called them a yearbook. The mayor promised a bound volume before the summer sittings. The extracts existed; the chapter list did not. Storage Routecore spent the inventory day crossing off tables the register could not support, including a tourism-spend series that mixed hotel tax with a chamber of commerce estimate.

The printed book had seven chapters and an annex of suppressed cells. It was late by nine days because the employment extract was recut after a definition argument inside the city hall. The sakrebulo received numbered copies. Members marked the waste-collection page. That, for a first edition, was the point.

Keeping capital projects on one page

A finance office sent forty-one capital lines and asked for a picture that would ‘show ambition’. We drew a table of projects above an agreed lari threshold and a separate bar for the remainder as a single residual. The deputy mayor disliked the residual. It stayed, with a note. The document went to print on the date in the calendar.
